The project is 100% funded by a grant from the Virginia Coastal Program at the Department of Environmental Quality. The Virginia Coastal Program's funding comes from the National Oceanic and Atmospheric Administration (NOAA). Special Area Management Plans are authorized by Section 309 (Enhancement Grants) of the federal Coastal Zone Management Act.
