REISSUANCE OF A VPDES PERMIT TO DISCHARGE TO STATE WATERS
AND STATE CERTIFICATION UNDER THE STATE WATER CONTROL LAW

Discharge:Existing Industrial Discharge resulting from the operation of a wood treating facility that utilizes chromated copper arsenate in a closed system treating process. No process water is discharged. The discharge from the site is stormwater runoff only. Intermittent tributaries only have flow associated with precipitation events.

The proposed permit reissuance consists of authorizing the continued operation of the existing wood treating operation, and monitoring or limiting the following parameters at outfall 001 (intermittent tributary to Dragon Swamp) for this facility:

Total Suspended Solids: No Limitation (NL); monitoring required
pH: 6.0-9.0 Standard Units
Dissolved Arsenic: NL
Dissolved Copper: NL
Dissolved Chromium III:NL
Dissolved Chromium VI:NL

Changes from the previous permit: The standard permit special conditions and boilerplate have been revised in accordance with current agency guidance. This proposed reissuance is tentative. On the basis of preliminary review and application of lawful standards and regulations, the State Water Control Board proposed to reissue the permit subject to certain conditions. Persons may comment in writing to the Department of Environmental Quality (DEQ) on the proposed reissuance of the permit within 30 days from the date of the first notice. Comments shall include the name, address, and telephone number of the writer, and shall contain a complete, concise statement of the factual basis for comments. only those comments received within this period will be considered. The Director of the DEQ may decide to hold a public hearing if public response is significant.

Following the comment period, the Board will make a determination regarding the proposed reissuance. This determination will become effective, unless the Director grants a public hearing. Due notice of any public hearing will be given.
