Introduction

Chairman Hall welcomed everyone to the meeting and initiated introductions. Meeting attendance: Ed Hall, Frank Herrin (King and Queen); Prue Davis, Dorothy Miller (Essex); Robert Major, Jack Miller (Middlesex); Jerry Horner (Gloucester); Lewis Lawrence, David Fuss (Middle Peninsula Planning District Commission).

Dragon Run GIS Management Framework

Lewis Lawrence informally presented a copy of the Dragon Run GIS Management Framework. Some of the economic study results were discussed.

Review of the Restoration and Management Plan for the Emily and Richardson Preyer Buckridge Coastal Reserve

David Fuss, the new Director of the Dragon Run Special Area Management Plan (SAMP), was introduced. David gave a brief background of his professional experience and provided copies of his most recent endeavor, Restoration and Management Plan for the Emily and Richardson Preyer Buckridge Coastal Reserve in North Carolina. This plan is an example of what the Dragon SAMP could follow.

Discussion of upcoming December and January meetings for Dragon Run SAMP

The Committee decided that it should invite all of the stakeholders in the watershed to discuss issues and concerns about the Dragon Run. A potential mailing list of stakeholders was generated, including local governments, landowners, industries, non-profits, state and federal legislators, state agencies, churches, and the community college.

Next Meeting

The next meeting will be the Dragon Run Special Area Management Plan stakeholders meeting on December 12, 2001 at the Middle Peninsula Planning District Commission offices in Saluda at 7 PM.

Water Quality Study Recommendations

Lewie reported on the draft findings of the Dragon Run Water Quality- Land Preservation Project results. 11 recommendations were presented. The final report will be distributed shortly

Watershed GIS Development

Daniel Powell of Anderson and Associates presented an overview of GIS data layers and the use of ArcGis as a tool for conducting spatial analysis within the watershed. The GIS data project will be distributed with ArcExporer for use by watershed users.

SUBJECT: Spring Quarterly Meeting

A new date for the spring quarterly meeting of the Dragon Run Steering Committee has been set for May 16th at 7:30 P.M. at the PDC office in Saluda. NOAA will be visiting the area the week before and we have scheduled a half-day tour of the Dragon Run. Since NOAA is funding the Special Area Management Plan, I wanted to report back to you the success of the tour and NOAA's impression of the Dragon.

As directed by the Chairman, I have asked Dr. Willy Reay to present some preliminary water quality findings from our first system-wide sampling of the Dragon tour meeting.

SUBJECT: Dragon Run Steering Committee Update

The Dragon Run Steering Committee will be serving as an advisory committee for the upcoming Special Area Management Plan (SAMP) funded through the Virginia Coastal Programs and NOAA. As such, Chairman Ed Hall has requested that each locality review the attached attendance sheet to assess your representative attendance and determine if proper representation is occurring. The SAMP is a $500,000 multi-year watershed planning opportunity. Regional involvement throughout this process is critical. This is the best opportunity to make appointment adjustment prior to the start of the SAMP.

Also attached are the Minutes from the May meeting of the Dragon Run Steering Committee. If you have any questions concerning attendance or the SAMP, please give me a call at 804-758-2311.

May 16, 2001

Chairman Edward Hall welcomed everyone to the Dragon Run Steering Committee meeting on May 16, 2001, at the Middle Peninsula Planning District Commission offices in Saluda, Virginia. Those in attendance were: Cathy Wilson, William Herrin, Mike Anderberg, Robert Major, Prue Davis, Dorothy Miller, S. Davis Rhodes, Ed Hall, Scott Owen, Dr. William Reay, Russell Williams, and Rachel Williams.

Report on Water Quality Sampling

Chairman Hall welcomed Dr. William Reay from CBNERR in VA at VIMS. Dr Reay spoke of the importance of developing baseline data and understanding the importance of storm events. Water samples have been studied for nitrogen and nutrients. Results were expected within this watershed. Further work is needed to understand the relationship between quality and quantity of flow. Further research is looking at the effect of SAV and fish stock assessment.

Update on the NOAA Tour of the Dragon

Chairman Hall requested Lewis to give a report on the NOAA tour of the Dragon. Lewie reported that 18 people toured the Dragon, representing agency from NOAA, DEQ,DCR,CBLAD, Coastal PDC's, Middle Peninsula local planners. Representatives from NOAA were pleased with the natural state of the Dragon and look forward to working to preserve the system.

Dragon Run Special Area Management Plan (SAMP)

Lewis updated the Committee on the status of the Dragon Run SAMP. Lewis reported that Phase on of the SAMP is about to start. A consultant has been selected to build a GIS data framework for the watershed. Additionally, the selected consultant will conduct an economic analysis of the watershed and a build out analysis. Phase two will commence in late 2001 or early 2002 with funding from NOAA.

Other Business

Chairman Hall renewed his request for meeting attendance figures. Lewie will provide attendance information with meeting minutes. Charmin Hall requested a motion to adjourn the meeting. William Herrin moved to adjournment; Prue Davis seconded the motion; motion carried.

Chairman Edward Hall welcomed everyone to the Dragon Run Steering Committee meeting on February 14, 2001, at the Middle Peninsula Planning District Commission offices in Saluda, Virginia. Those in attendance were: William Herrin, Mike Anderberg, Robert Major, Prue Davis, Dorothy Miller, S. Davis Rhodes, and Jerry Horner.

Election of Officers

Chairman Hall directed Lewis Lawrence, Director of Regional Planning MPPDC, to take charge of the meeting. Lewis requested nominations from the floor for Chairman of the Dragon Run Steering Committee. Prue Davis nominated Edward Hall to remain as Chairman. William Herrin seconded the motion; motion carried.

Chairman Hall requested nominations for Vice-Chairman. William Herrin nominated Dorothy Miller. Prue Davis seconded the motion; motion carried.

Report on General Assembly Activities

Chairman Hall requested Lewis to give a report on the General Assembly Activities indirectly or directly related to the Dragon. Lewis reported on seven House and Senate Bills related to environmental and planning topics. (See attached legislative update)

Dragon Run Special Area Management Plan (SAMP)

Lewis updated the Committee on the status of the Dragon Run SAMP. Lewis reported that he is working with Laura McKay, Coastal Program Manager, to secure $500,000 in funding for five years worth of watershed planning work. (See attached draft project description)

Dragon Run Tour

Lewis advised the Committee that representatives from NOAA as well as representatives from DEQ and the Coastal PDC members would like to participate in a Dragon Run Tour. The tour could include up to thirty people. Lewis will look to assistance from Friends of the Dragon Run and Steering Committee. The Tour will take place in late April or early May.
