OVERALL PROGRAM DESIGN

FY '06


THE DESIGN OF THE OVERALL PROGRAM OF THE MIDDLE PENINSULA PLANNING DISTRICT COMMISSION FOR FY '06 ASSUMES A STAFFING LEVEL AS FOLLOWS:

PROGRAMS WILL BE OPERATED IN THE FOLLOWING GENERAL AREAS:

(1) ADMINISTRATION
(2) LOCAL DAILY TECHNICAL ASSISTANCE
(3) STRATEGIC PLANNING
(4) ECONOMIC AND COMMUNITY DEVELOPMENT
(5) WATER QUALITY PLANNING
(6) TRANSPORTATION PLANNING
(7) PUBLIC SAFETY
(8) REGIONAL INFORMATION CENTER
(9) REGIONAL EDUCATIONAL WORKSHOPS/FORUMS
(10) LEGISLATIVE MONITORING SERVICES
(11) REGIONAL SERVICE DELIVERY
(12) INTERGOVERNMENTAL REVIEW

(1) Program: General Administration

Description: This program allows the Overall Program to function by supporting the individual projects.
Activities: Personnel administration; financial management; maintenance and equipping of office, files, and library; audit; administrative grant reporting; and other general office functions.
Responsibility: Executive Director, Administrative Assistant, and Secretary
Support: Local funds and indirect cost reimbursements


(2) Program: Local Daily Technical Assistance
Description: This program responds to daily requests for assistance from local government staff. In order to properly manage the workload, requests should be channeled through the County Administrators' and Town Managers' offices to the Director of Regional Planning.
Activities: Consultation of review of development proposals; consultation on individual rezoning and special exception applications; minor review of zoning, subdivision, and other land use ordinances; provision of base data; development of local planning work programs; preparation of brief written reports in relation to these activities; and other technical assistance provision as necessary.
Responsibility: Regional Projects Planners, Director of Regional Planning, Executive Director
Support: VCP Technical Assistance Program, VDOT Rural Transportation Planning Assistance Program, Local Funds

(3) Program: Strategic Planning

Description: This program responds to local planning needs which are major projects, such as comprehensive plan updates, other land use plans, zoning and subdivision ordinances, personnel rules and regulations, management studies, and technical assistance for grant applications. In order to properly manage the workload, requests should be channeled through the Commissioners to the Executive Director.
Activities: Training and support for local GIS implementation; Continue system administration and database maintenance of the MPGIS; Continue technical assistance regarding GIS design and implementation issues; Tappahannock Comprehensive Plan update.
Responsibility: Director of Regional Planning, Regional Projects Planners.
Support: VCP Regional Coastal Management Network, VDOT Rural Transportation Planning Assistance Program, Local Contracts and other Local Funds


(4) Program: Economic and Community Development

Description: This program includes economic development studies; infrastructure planning and development; community development studies; project coordination, financial planning and technical assistance for tourism related product development; assistance to local governments in community certification programs; and coordination, development and implementation of marketing programs, and the development and provision of services to area businesses.
Activities: Project Administration and Coordination of the Mount Olive (King William County) Comprehensive Community Development Program; REGIONAL - Operation of the Middle Peninsula Business Development Partnership; Support for Virginia's River Country Economic Development Partnership; Support for the River Country Tourism Council; Support for the Middle Peninsula Regional Airport Authority; Support for the Tappahannock/Essex County Airport Authority; Representation on the Essex County Overall Economic Development Committee.
Responsibility: Executive Director, Regional Projects Planners, RCTC Coordinator
Support: King William County CDBG, HCD's Virginia Enterprise Initiative, Middle Peninsula Regional Airport Authority, Virginia=s River Country, Indirect cost reimbursements, Local Funds,

(5) Program: Water Quality Planning

Description: Those activities, which promote and support efforts to protect and develop water quality and resources, are conducted under this program. In the past, this focused on the Areawide Water Quality Management Plan (Phases I - IV). The continued focus is on targeted watersheds and to develop a local approach to the statewide Tributary Strategies and TMDL Programs, the Dragon Run Special Area Management Program.
Activities: Middle Peninsula Onsite Wastewater Treatment and Disposal Revolving Loan/Grant Fund; VCP Local Technical Assistance Program; VCP Dragon Run SAMP; Habitat Management Advisory Committee of the Virginia Marine Resources Commission.
Responsibility: Director of Regional Planning, Regional Projects Planners, Executive Director.
Support: Virginia Coastal Program, Virginia Resources Authority, Virginia Department of Conservation and Recreation, Local Funds

(6) Program: Transportation Planning

Description: This program includes transportation activities of general interest to the District. It involves special studies, collection and analysis of data, and coordination and advocacy activities.
Activities: Middle Peninsula Transportation Planning Program, Transportation Demand Management Services, Middle Peninsula Regional Airport Implementation, Tappahannock/Essex County Airport Authority.
Responsibility: Executive Director, Director of Regional Planning, Regional Projects Planners.
Support: VDOT Rural Transportation Planning Assistance Program, VDRPT Transportation Demand Management Program, Local Funds


(7) Program: Regional Information Center

Description: This program provides for the collection, organization, and dissemination of technical, socio-economic, and geographic data to local governments, market analysts, financial institutions, the general public, and others. The level of service has been greatly enhanced by the implementation of the Commission's Automated Geographic Information System. The Middle Peninsula Planning District Commission is designated as a Regional Data Center with the responsibility of being the official repository for all U. S. Census data for the District.
Activities: U. S. Census Regional Data Center and Middle Peninsula Planning District Commission Map and Data Center
Responsibility: Director of Regional Planning, Regional Projects Planners.
Support: VCP Local Technical Assistance Program, VDOT Rural Transportation Planning Assistance Program, Local Funds


(8) Program: Regional Educational Workshops/Forums

Description: This program encourages the sponsorship of meetings, seminars and workshops for local elected and appointed officials, local government administrators, local economic developers, and local opinion leaders covering such subjects as economic development, planning commission functions and activities, leadership techniques, local government operations, environmental management, and others.
Activities: Planning Commissioners' Training Program, Boards of Zoning Appeals Members' Training Program, quarterly PDC dinner meetings, monthly Local Government Administrators' Meetings, monthly Local Planners' Meetings.
Responsibility: Executive Director, Director of Regional Planning, Regional Projects Planners, Administrative Assistant
Support: Local Funds, VCP Local Technical Assistance Program, VDOT Rural Transportation Planning Assistance Program, Local Funds


(9) Program: Legislative Services

Description: This program monitors federal and state legislation affecting local government and regional planning. Significant issues under consideration are reported to local officials, and lines of communication with legislators and state agency personnel are maintained.
Activities: Legislative Program Development and monitoring and advocacy of local concerns.
Responsibility: Executive Director
Support: Local Funds


(10) Program: Regional Service Delivery

Description: This program includes initial development activities of programs that would utilize the economies of scale and the inherent efficiency of a larger service delivery area in order to produce cost savings to local government and/or deliver better service to users.
Activities: Facilitation of a Regional Approach to Tourism Development; Middle Peninsula Disability Services Board support; Staff support for the Middle Peninsula Regional Airport Authority; Middle Peninsula/Chesapeake Bay Public Access Authority; new project development and evaluation of the PDC services and structure.
Responsibility: Executive Director, Director of Regional Planning, Regional Projects Planners.
Support: Local Funds, Virginia's River Country, Middle Peninsula Disability Services Board, Middle peninsula Regional Airport Authority, Virginia Coastal Program.

(11) Program: Intergovernmental Review

Description: This program allows the review of financial assistance applications to determine the proposed projects' conformity with local and regional planning efforts and the physical environment and to eliminate duplication of services.
Activities: Administration of the MPPDC Intergovernmental Review Process
Responsibility: Executive Director and Administrative Assistant
Support: Local Funds
