The MPPDC Septic Repair Revolving Loan and Grant Program provides financial assistance to individuals with malfunctioning, failing, and absent on-site wastewater treatment systems. The program is available to homeowners in the Middle Peninsula Planning District of Virginia.

Failing septic systems contribute to nutrient loading and chemical poisoning as well as spread disease and provide breeding areas for flies and mosquitoes.  Many low-moderate income homeowners cannot afford to repair their failing septic systems without financial assistance.  MPPDC provides loans and grants to homeowners based on need and funding availability.  The ability to blend loan and grant funding results in a greater percentage of these homeowners repairing/replacing their failing septic systems with systems that remove additional nitrogen and phosphorus.

The MPPDC Revolving Loan and Grant Program is an ongoing (18 year) effort to identify, target and repair known failing septic systems impacting the surface and groundwater of the Rappahannock, York and Coastal Watersheds as well as support the Chesapeake Bay TMDL Watershed Implementation Planning efforts of the Commonwealth.  The MPPDC Onsite Septic Repair program is the only public program repairing failing septic systems across the Middle Peninsula PDC region (with over 110 failed septic systems repaired/replaced as of November, 2015).

MPPDC works closely with the local health departments and localities of the Middle Peninsula, as well as local AOSE’s and septic installers to identify failing septic systems and who in turn refer homeowners to MPPDC for assistance.  MPPDC has received funding from numerous sources to provide loans to Middle Peninsula homeowners and grants to low-income homeowners.  The type of assistance available is dependent on current funding.  Currently MPPDC can offer low-interest loans to eligible homeowners.

MPPDC staff communicate with staff from the Virginia Department of Health, Division of Wastewater and private sector representatives such as Authorized Onsite Soil Evaluators, surveyors, engineers, septic installers and local officials to promote and discuss industry issues and concerns.
