Request for Proposal:  Regional Wireless Broadband Technology Assessment and Business Plan Concept

The Middle Peninsula Planning District Commission is accepting bids for professional services to conceptually link the six counties of the Middle Peninsula using the Microwave- E911 Communication systems (or other technology approaches) to create a regional broadband network to deliver broadband services across the Middle Peninsula region under one unified platform.  Localities for evaluation include: Essex, Gloucester, King & Queen, King William, Mathews, and Middlesex Counties. The model developed by the King & Queen County Wireless Authority (https://kqva.net/) will serve as a starting framework for the assessment. 

  • The consultant must evaluate, inventory, assess, and document existing communication systems and or technologies within the Middle Peninsula and make recommendations for a ubiquitous and standardized Wireless Infrastructure Service Provider (WISP) model. At a minimum, the evaluation should contain the following:  
  • A detailed description of the proposed system(s) and services to be provided by a regional WISP; providing Broadband services to any and all participating localities 
  • Preliminary detailed project costs and implementation schedule
  • Conceptual system design should include a description, block diagrams, equipment layouts, and equipment lists to provide a complete and comprehensive description of needs to unify various locality owner equipment and infrastructure
  • Detailed equipment specification sheets for all proposed equipment needs to unify the systems
  • Itemized pricing information 
  • Proposed partnership agreement
  • Concept business plan for WISP operation, recognizing that the entity managing, owning and/or operating the WISP could be a Federally recognized Tribal Unit.

The MPPDC shall accept professional responses until 3:00 p.m. local time, April 14th 2017.

Respondents must submit five (5) copies of the proposal to MPPDC

Proposal Format

Respondents shall adhere to the proposal format provided below:

  1. Cover letter
  2. Table of Contents
  3. Executive Summary
    a.Description of the respondent’s qualifications
    b.Resumes of key personnel
  4. Description of the approach to create a regional broadband network to deliver broadband services across the Middle Peninsula region under one unified technology platform.
  5. Description of the approach offered to develop a business framework to operate a regional WISP. 
  6. Other 

Evaluation

An executive management team of the overall project management team shall evaluate proposals based on a number of criteria, including, but not limited to:

  1. RFP compliance
  2. Vendor experience
    a.Project understanding
    b.Approach and feasibility of design
    c.Scope of planning and evaluation process
    d.Identification of potential problems
    e.Qualifications
    f.Knowledge of Federal, Tribal and Virginia Telecommunication laws
    g.CDBG familiarity 
    h.Consultant capacity
  3. References for similar projects performed by consultant 

The Team may request top ranked firm(s) to make a presentation as part of the negotiating process.  At the conclusion of the evaluation process, the firms will be ranked in priority order with the highest-ranking firm being selected to negotiate a contract for services. If a contract satisfactory to both parties cannot be negotiated, the next highest ranking firm will be contacted and so on until an agreement is reached.
