PUT-IN CREEK TURNING BASIN
PLANNING AND ENGINEERING STUDY

The Middle Peninsula Planning District Commission is soliciting qualified consulting firms on behalf of the County of Mathews, Virginia to provide preliminary Planning and Engineering Design Services for the Put-in Creek Dredging and Turning Basin project. This project includes, but is not limited to, design for water (areas for slips, dredging and disposal) and land uses (buildings, land assemblage, working waterfront infrastructure concept drawings etc.), recommended phases, permitting issues, and cost analysis. The service also includes possible preparation of bid documents, permits, construction management, supervision, and inspection for the construction. Proposals should specify the benthic characteristics as they will relate to the amount and quality of potential dredge materials. A methodology to provide complete permitting should be provided that will satisfy the ultimate needs of the permitting agencies. This evaluation will include the possible dredge material disposal/management areas, assessment of any historical/archaeological resources, endangered species, etc.
Project Overview: The village of Mathews Court House is the governmental and commercial center of Mathews County and is situated at the head of Put-In-Creek. A colonial and post-colonial era turning basin once existed and served commercial and other water-based transportation activities. Through years of neglect and siltation, the turning basin has no functional utility (economic or aesthetic) for either commercial or recreational users. In addition, the Court House sewage treatment plant located on the shore of the creek is scheduled for phase out by Hampton Roads Sanitation District within the next 3-4 years.
Mathews County understands that the improvement of the Put-In-Creek site and the re-establishment of the turning basin is important to the long-term economic viability of the county and its Court House community.
Timeframe: The project should be completed by June 30, 2008
Evaluation Criteria:
Each Respondent will be evaluated based on the following criteria listed below. Firms submitting proposals shall include statements addressing the following:
1. Overall qualifications and performance of the firm.
2. Credentials of staff to be assigned to the project. (Provide brief resumes including education and professional experience.)
3. Prior performance and examples with studies – projects of similar magnitude.
4. Knowledge of technology needed to develop tool. (not applicable)
5. Evidence of an Affirmative Action Plan, if any.
6. Information regarding the firm’s ability to accomplish the project on time.
Requirements:
All respondents shall comply with all provisions required by the Middle Peninsula Planning District Commission and any amendments thereto. Successful applicants will be supplied with a copy of applicable provisions, should any exist.
Selection Process:
The Middle Peninsula Planning District Commission staff and the Mathews County steering committee will rank the qualified applicants in order of preference. The top ranking applicants will be selected for interviews. Negotiations will then be conducted with the top ranking respondent. If a contract that is satisfactory and advantageous to Mathews County can be negotiated at a price considered fair and reasonable, the award shall be made to that respondent. Otherwise, negotiations with the respondent ranked first will be formally terminated and negotiations will be initiated with the respondent ranked second, and so on until such a contract cannot be negotiated at a fair and reasonable price. The Middle Peninsula Planning District Commission and Mathews County reserves the right to select from the submittals using other methods deemed in the best interest of Mathews County.
