The Benefits of Planning Before a Disaster:
1. Meet community needs
  identify problems and solutions; if developed with jurisdictions comprehensive plan, solutions developed will be tailored to interface with other community goals
2. Achieve multiple objectives
  plans can be tailored to any type of hazard; developing a plan can help communities address multiple problems with a comprehensive plan
3. Promote public participation
  involving stakeholders helps to generate ideas for solution of problems and ensure recognition and local ownership of problems
4. Increase funding eligibility
  mitigation planning is an eligibility requirement fr many federal programs such as the Hazard Mitigation Grant Program, Flood Mitigation Assistance Program, Community Rating System
5. Guide post-disaster recovery
  useful in preparing the community to deal with post-disaster situations by ID-ind actions that should be done after a hazard event.
