2. Profile Each Hazard
  Develop a hazard profile for each hazard identified in previous step. Include the following info:
-frequency of occurrence (how often it can occur)
-magnitude and potential intensity (how bad it can get)
-location (where likely to strike)
-probable spatial extent (how large an area it can effect)
-duration (how long it can be expected to last)
-seasonal pattern (time of year when likely to occur)
- speed of onset (how fast likely to occur)
- availability of warnings (how much lead time, if warning system exists)
3. Develop a Community Profile
  Combine info from steps 1 and 2 with info from sector profiles to determine consequences of hazard
Sectoring divides the community into manageable segments for defining specific types of info; sector profiles include data on:
geography, property, infrastructure, demographics, response agencies
4. Compare and Prioritize Risk
  This allows planning team to focus on hazards that present the highest risk to the community.
risk = predicted impact that a hazard would have on people, services, facilities, structures.
Use risk assessment worksheet, assign severity rating (worksheet) and compile data into a community risk index
