Under the Disaster Mitigation Act of 2000 (DMA2K), communities are required to adopt all hazard mitigation plans to qualify for pre- and post-disaster federal hazard mitigation funding.
State and local governments must consider all potential hazards within their jurisdictions including flooding, hurricanes, blizzards, and wildfires. Virginia localities can preempt many of the damaging consequences associated with these disasters by identifying natural hazards risks to their area and creating mitigation plans to address them. In doing so, lives can be saved, property and natural resources protected, and costly insurance payouts minimized.
September 11 has added to the urgency of the development of this plan, as many natural hazards responses are applicable to terrorist acts. All Virginia localities are required to have a plan in place by November 1, 2004 (because our plan will be UNDER DEVELOPMENT at that date, the MPPDC is OK according to the Virginia Department of Emergency Management).
